. Pakistan's decision to phase out machine-readable passports in favour of electronic passports is a welcome step towards modernising its immigration infrastructure. The transition, expected to be completed within a month, should strengthen document security and bring the country closer to international standards. However, technological advancement must be accompanied by administrative efficiency and affordability. For millions of Pakistanis, obtaining a passport has often been an unnecessarily cumbersome exercise marked by bureaucratic hurdles and delays. Electronic passports are hardly a new development in Pakistan. Introduced in 2022 and subsequently made available nationwide in 2023, they contain embedded chips that store biometric information and enable more reliable identity verification. Their wider adoption is overdue, particularly as international travel increasingly relies on digital authentication. Yet the government's assertion that the new technology would make forgery impossible is an exaggeration. No security system is entirely immune to manipulation, and the effectiveness of electronic passports depends as much on secure databases and verification mechanisms as on the sophistication of the documents themselves. Pakistan must therefore ensure that the transition is supported by robust cybersecurity safeguards and adequate protection of citizens' sensitive personal information. Of greater concern is the financial burden this transition could impose. Under the existing official fee structure, a standard five-year electronic passport costs Rs9,000, twice the Rs4,500 charged for its machine-readable equivalent. A passport is an essential identification document, not a luxury reserved for those who can afford increasingly expensive government services. The authorities must also ensure that the changeover does not disrupt applications or recreate the backlogs that have previously plagued passport offices. The government must also demonstrate that its administrative machinery is capable of supporting the transition.
