For most, it is the volatile security situation, outcries over human rights violations, and political deprivation. National and international media frequently highlight the exploitation of its natural resources, painting a bleak picture of a province in perpetual turmoil. Isn't that right? However, stepping outside this mainstream narrative, a harbinger of good news is quietly emerging from Balochistan. Although the scale and scope of this initiative is currently confined to the Peoples' Primary Healthcare Initiative (PPHI) within the Health Department of Balochistan, it sets a marvelous benchmark for the Government of Balochistan to scale it up. The PPHI Balochistan is built on the blueprint of the PPHI Sindh. What Balochistan has successfully embarked on is an innovative and unprecedented IA-based solution to chronic complaints of human interference, bureaucratic discretion of powers in the final selection of candidates, paper leaks and nepotism. While it may sound a bit surprising that Balochistan, a province traditionally lagging behind in human development, is spearheading IA-driven endeavours, this reality directly contradicts the general perception. Ultimately, this initiative called ProMetriX has a strong potential to inspire other provinces across Pakistan to replicate the model, helping to plug a widening trust deficit over the public recruitment process. Especially, the Sindh Public Service Commission (SPSC) may consider learning from this paradigm to develop its own modules of examination free from human biases. How does this newly launched ProMetriX look like? It is a complete automated digital recruitment and assessment eco-system, first of its kind in Pakistan that ensures merit-based recruitment without any human interface. The reason this is called an "eco-system" is that it encompasses a comprehensive process from the initial job advertisement all the way to the final appointment of the successful candidate. The effectiveness of this AI-based system can be gauged from a smooth, large-scale recruitment exercise carried out by PPHI. The initiative filled 652 cadre positions, including lady medical officers, gynecologists, pediatricians, infectious disease specialists, cardiologists, dermatologists, psychiatrists, and pulmonologists. The salient features of this exercise include online application submissions through the PPHI portal, which automatically generate an admission slip featuring a secure QR code. Subsequently, the credentials of all shortlisted candidates are verified through NADRA to eliminate impersonation. Furthermore, all candidates are required to appear for computer-based testing. Moving away from traditional panel interviews, candidates qualifying the written test are given standardized questions to record video replies, which are then assessed by AI entirely free of human bias or interference. The story doesn't end there. What truly underscores the robustness and transparency of this system is that even unsuccessful candidates walk away satisfied, with no doubts about the credibility of the process. Because results are generated automatically and instantly the moment a test concludes, the merit list is declared in real time. Furthermore, the system auto-generates meeting minutes and immediately issues appointment letters to successful candidates - completely bypassing traditional bureaucratic red tape. It can be said with certainty that no other organisation or department in Pakistan has implemented a hiring process quite as transparent as this. Alongside these administrative reforms, PPHI Balochistan, the provincial Health Department and the Government of Balochistan must expedite their joint efforts to tackle the province's critical healthcare crises. Key health indicators paint a stark picture, with maternal mortality, infant mortality, under-five mortality and stunting rates remaining alarmingly high across the region. However, by pairing concerted provincial strategies with modern AI-driven tools, substantive progress is within reach.
