Skanska Selected for Rehabilitation of I-395 Northbound Bridge Over the Potomac River

Skanska, a leading global construction and development firm, has been awarded a $114 million design-build contract by the District Department of Transportation (DDOT) in conjunction with the Federal Highway Administration (FHWA) to rehabilitate the I-395 Northbound bridge over the Potomac River connecting Arlington, Va. to Washington, D.C. Built in 1950 and known as the Arland D. Williams Jr. Memorial Bridge, the .46-mile, four-lane bridge accommodates approximately 90,000 vehicles per day, serving as an integral route for car and freight traffic in the region. The bridge improvements will extend its service life by an additional 75 years. Skanska's scope includes replacement of the bascule piers' vessel protection system and bridge barrier to comply with MASH collision requirements; rehabilitation of the approach spans' superstructure and substructure maintenance; and replacement of secondary bridge components removed due to construction including overhead sign structures, luminaires and bridge drainage. As part of the renovation and enhancement project, Skanska will also convert the current 175-foot-long double-leaf bascule span bridge into a fixed span bridge using accelerated bridge construction (ABC) techniques during a 56-hour weekend shutdown aimed at minimizing traffic impacts. 'The bridge's new fixed span structure will help to eliminate traffic bottlenecks, creating a streamlined travel experience with added safety and signage components.' Design began in August 2026 with construction beginning in early 2027. The project team includes AECOM and Genesis Structures. This bridge is among multiple recent infrastructure projects completed or underway in the region by Skanska USA Civil including Long Bridge North, a $1-billion contract by the Virginia Passenger Rail Authority to build an approximately one-mile rail link stretching from East Potomac Park to Washington D.C.'s L'Enfant Interlocking. Skanska also delivered the new Governor Harry W. Nice Memorial/Senator Thomas 'Mac' Middleton Bridge project for the Maryland Transportation Authority in 2022.
