Living Legend Storyline Problem

I'm stuck on the 2nd Quest of the Living Legend Questline. I pick up the quest for Last Resort but when I go the place to turn it in, there's nobody there. Looking at Wowhead showed a couple people had this problem but just relogging helped. I've tried all that, exited the game, waited a few days and still nothing. I also tried dropping the quest and picking it up again but no dice. Any thoughts?
