The Cabinet of Ministers has registered a draft law in the Verkhovna Rada that provides for amendments to the Code of Ukraine on Administrative Offenses regarding liability for violations of legislation in the field of cinematography.
The draft law concerns bill No. 16053 "On Amendments to the Code of Ukraine on Administrative Offenses regarding Liability in the Field of Cinematography."
The purpose of the draft law is to bring the provisions of the Code of Administrative Offenses in line with current legislation in the field of cinematography, as well as to strengthen administrative liability of film demonstrators for violations of requirements regarding the screening and distribution of films.
The draft law proposes to establish liability for screening or distributing films that are not included in the State Film Registry.
It also provides for increased liability for:
distribution and screening of films in violation of the conditions defined in the State Film Registry;
non-compliance with the quota for screening national films during the use of national screen time;
repeated commission of similar violations within a year after the application of an administrative penalty.
In addition, it is proposed to increase fines for film demonstrators who are not entities in the field of audiovisual media in case of non-compliance with the established quota for screening national films.
