ROCKFORD, Ill (WTVO) — A man was arrested Monday after allegedly running from police during a traffic stop, according to the Rockford Police Department. Police said officers conducted a traffic stop in the 100 block of Albert Avenue. According to investigators, the front-seat passenger, later identified as 38-year-old Raphael Tinsley, ran from the vehicle. He was later located nearby and officers said a brief struggle ensued before he was taken into custody. Officers recovered a loaded handgun with an extended magazine during the arrest. The Winnebago County State's Attorney's Office authorized multiple charges against Tinsley including unlawful possession of a weapon by a felon and resisting arrest. He is being held in the Winnebago County Jail.
