This temporary arrangement ensures the continued administration of Jammu and Kashmir while Sinha is away. Manoj Sinha has held the post of Lieutenant Governor of Jammu and Kashmir since August 2020, having previously served as a Union Minister with multiple key portfolios in the Central government.
Vinai Kumar Saxena was appointed Lieutenant Governor of Ladakh in February 2023. Prior to this, he served as Lieutenant Governor of Delhi from May 2022 to February 2023 and has held various administrative and public positions.

The additional charge given to Saxena will last until Sinha resumes his duties as Jammu and Kashmir's Lieutenant Governor. The Union Territory administration continues to manage governance, development, and the implementation of government schemes during this period.
The assignment of Saxena's additional responsibilities does not alter Manoj Sinha's existing appointment as the Lieutenant Governor of Jammu and Kashmir.
