Developer seeking permission in principle for Wilmslow homes plan

H&H Developments Holdings has applied to Cheshire East Council for permission in principle for the properties on land at 17 Holly Road South. A planning statement submitted by the Pegasus Group on behalf of the applicant states: 'The site comprises an existing residential property set in a generous plot. 'A detached dwelling is positioned centrally within the site, together with two associated ancillary outbuildings to the north-west and south-east of the main building and a garage accommodation in front of the host dwelling… 'Vehicular access to the site is currently taken from Holly Road South. 'The site is located close to the road junction where Holly Road South meets Alderley Road, which leads into the town centre to the north.' The planning document says the proposed level of development 'can be comfortably accommodated within the site'. The application is for permission in principle (PIP). This is a two-stage mechanism for obtaining planning approval for housing development. The first stage, being applied for now, is to establish whether the site is suitable in principle. That limits the scope for consideration to location, land use and the amount of development. The statement from Pegasus says the site is located within the settlement boundary of Wilmslow and the NPPF (national planning policy framework) says proposals within settlements should be approved unless the benefits of doing so would be substantially outweighted by any adverse effects. It adds it is located within walking distance of the town centre and rail and bus connections. The application, number 26/3133/PIP, can be viewed on the planning portal on Cheshire East Council's website. The last date for submitting comments is September 28. The application is to be determined by planning officers under delegated authority. If PIP is granted, the site must receive a grant of technical details consent before development can proceed.
