Police: $810K stolen from three NY school districts; Rochester man arrested

ROCHESTER, N.Y. — The New York State Police announced the arrest of a man who stole more than $800,000 from three state school districts. The state police said that on Sept. 2, they charged Zacchary E. Weber, age 49, of Rochester, NY, for the theft. The police said that, in total, $810,695.55 was stolen from the schools. The investigation began in September 2025 after the Sodus Central School District reported concerns involving funds administered by Health Economics Partners LL, a company that administered medical and dental benefit accounts for organizations, including school districts. Weber serves as the company's CEO and president. The police said the investigation determined that funds were allegedly transferred without authorization from accounts belonging to the Sodus Central School District and North Rose-Wolcott Central School District in Wayne County and the Bemus Point Central School District in Chautauqua County to accounts controlled by HEP. The police said the following was stolen: Sodus Central School District -- $377,757.75 North Rose-Wolcott Central School District -- $181,817.94 Bemus Point Central School District -- $251,119.86 Weber was charged with two counts of grand larceny in the second degree for the crime. He was taken to Wayne County Jail for CAP arraignment. However, after his arraignment, he was also charged with grand larceny in the second degree in the town of Ellery, Chautauqua County. He was transported to Chautauqua County for arraignment. The investigation into the matter is ongoing.
