Pakistan announces new eSIM charges, allows up to 10 free transfers

ISLAMABAD – The Pakistan Telecommunication Authority (PTA) has approved a revised eSIM policy that reduces the maximum issuance fee and introduces free transfers between compatible devices. The updated framework is expected to come into force by the middle of August 2026. Under the new policy, Cellular Mobile Operators (CMOs) will be allowed to charge no more than Rs1,500 for the initial issuance of an eSIM. Subscribers will also be able to transfer their eSIMs between compatible handsets up to 10 times without paying additional charges. The revision follows directions from a parliamentary committee, which had asked the PTA to review the existing eSIM transfer policy with the objective of making the service more convenient for consumers and reducing the need for visits to customer service centres. According to the regulator, the previous system already allowed users to move an eSIM between devices a limited number of times through the original QR code issued at the time of activation without extra cost. After consultations with cellular operators, the PTA finalized the revised charging structure and transfer policy. The parliamentary panel also instructed the regulator to develop a secure digital mechanism that would enable subscribers to migrate eSIMs between compatible devices remotely while ensuring strong security safeguards remain in place.
