The operation was ordered by Chonburi Governor Narit Niramaiwong and Banglamung District Chief Anusak Phiriyamon under the government's anti-drug policy. Deputy District Chief for Security Khamphrai Laosan led Volunteer Defense Corps members, district officials from the Rapid Mobile Special Operations Unit, and officers from Pattaya City Police Station. After receiving reports that drugs were being sold in the Soi and that people were gathering to use them, officers sent an informant to gather information.
