Susan Rutto appointed Acting National Construction Authority (NCA) Executive Director

The National Construction Authority (NCA) has appointed Quantity Surveyor Susan C. Rutto as Acting Executive Director, Registrar of Contractors and Secretary to the Board, effective September 4, 2026. Rutto takes over the leadership role as the authority undergoes a transition, bringing more than 20 years of professional experience in the construction industry across both the public and private sectors. She is substantively the NCA General Manager, Registration and Accreditation, a position she has held since June 2020. She previously served as Manager, Registration and Compliance from December 2013. According to the NCA Board, Rutto's extensive institutional experience will provide continuity and strategic direction during the transition. 'The Board is confident that Qs. Rutto's institutional knowledge, leadership experience and understanding of the construction industry will provide the Authority with the continuity and strategic direction needed during this transition,' said Mercy Okiro, Chairperson of the NCA Board of Directors. Rutto was among the authority's key founding staff members and played a central role in establishing its contractor registration function. The NCA said she was involved in developing evaluation criteria and initiating the contractor registration process, alongside other strategic initiatives that helped establish the authority's operations. Her appointment places her at the helm of an institution responsible for key functions in Kenya's construction sector, including contractor registration and accreditation. Before joining the NCA, Rutto worked at the then Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works in the State Department of Public Works. She rose through the ranks to become a Superintending Quantity Surveyor before moving to the NCA. Rutto holds a Master's degree in Business Administration from the Management University of Africa and a Bachelor of Arts degree in Building Economics and Management from the University of Nairobi. She is a registered Quantity Surveyor with the Board of Registration of Architects and Quantity Surveyors of Kenya. She is also a licensed Lead Expert in Environmental Impact Assessment and a corporate member of the Institute of Quantity Surveyors of Kenya. Her professional background spans construction management, contractor registration, compliance and quantity surveying. The NCA said her experience in establishing and managing the contractor registration function would be valuable as she assumes the acting position. The appointment took effect on September 4, 2026, and comes with responsibility for serving as Executive Director, Registrar of Contractors and Secretary to the NCA Board. The authority said the appointment is intended to maintain continuity in its leadership and operations during the transition. Rutto's tenure in the acting position will see her provide leadership while drawing on her knowledge of the authority's institutional structures and the wider construction industry. The NCA Board expressed confidence in her ability to provide the leadership required to steer the authority during the transition.
