OTTAWA — Ottawa joined European nations on Tuesday with a pledge to ban imports of goods produced in Israeli settlements in the occupied West Bank. Twelve Western countries announce their "intention" to impose restrictions on trade with illegal Israeli settlements, without any timetable or appropriate measures, a way of inserting into the Israeli political debate on the eve of the legislative process rather than taking concrete action for Palestinian self-determination.
