Shasta County staff ask supervisors to withdraw SB 1010 opposition after bill changes

Image for this article September 7, 2026 • 6:51 PM Shasta County staff are asking supervisors to rescind the county's letter of opposition to Senate Bill 1010, saying amendments changed the bill enough that the county's earlier position no longer fit. A staff report for the Board of Supervisors' Aug. 11, 2026 meeting says SB 1010 is now titled 'Hazardous waste: major appliances: recycling' and was previously known as the 'Solid waste: Refrigerant Stewardship and Recovery Act.' The report says the board approved an opposition letter on April 21 as part of a larger legislative package. According to the report, staff from Sen. Ashby's office later contacted the county and explained that the bill had been 'amended significantly' to focus only on the Department of Toxic Substance Control's enforcement and application process for its Certified Appliance Recycler program. Staff concluded those changes meant the earlier opposition letter 'no longer applies to the legislation.' The recommendation was for supervisors to direct staff to rescind the letter. The report lists other options as declining to rescind the letter, revising it, or deferring the matter to a later date. The item was set for the consent calendar, and the staff report says there would be no additional General Fund impact. The county Administrative Office reviewed the recommendation, according to the report.
