Nepal has begun urgently rebuilding its disaster early-warning network along the northern border with China after a devastating glacial collapse killed more than 1,100 people and left thousands missing, according to Reuters.
The National Disaster Risk Reduction and Management Authority (NDRRMA) is installing new monitoring equipment at Timure in Rasuwa district, a key settlement near the China border. The upgraded system will include seismic sensors, remote cameras and a Very Small Aperture Terminal (VSAT) satellite connection.
The satellite link is intended to keep communication channels working even if mobile networks and other local infrastructure are knocked out during a disaster.

Warning system failed during disaster
The push to restore the monitoring network comes after a major glacial collapse triggered a torrent of mud, water and debris that swept through the Lhende and Bhote Kosi river corridors.
At least four hydrological monitoring stations along the border were destroyed during the disaster, preventing them from providing timely warnings.
The existing system was largely designed to monitor gradual increases in river levels caused by rainfall. It was not equipped to provide sufficient warning of the speed and scale of the debris flow triggered by the sudden collapse.

Authorities eventually sent emergency SMS alerts to more than 600,000 people. However, the alerts were issued 38 minutes after the initial collapse, according to the report.
'The landscape is still adjusting after the mega-event, which could easily trigger secondary landslides,' a government source told Reuters on condition of anonymity.
'The goal of the satellite-backed VSAT system is to ensure data keeps flowing even if local mobile towers are wiped out,' the source added.
Helicopter surveys identify new locations
Nepali officials have already conducted helicopter surveys to identify suitable high-altitude locations for new monitoring equipment along vulnerable river corridors.
Officials and experts are particularly concerned about further instability in the Himalayan terrain following the disaster. Secondary landslides and other cascading hazards could pose additional risks to communities downstream.
The rebuilding effort is therefore aimed at creating a monitoring network capable of detecting different types of hazards, rather than relying mainly on conventional river-level measurements.

Nepal seeks more data from China
The disaster has also renewed calls for stronger real-time information sharing between Nepal and China.
Many glacial hazards originate in high-altitude areas of Tibet, making information about glacier movements, upstream water levels and potentially dangerous barrier lakes crucial for communities downstream in Nepal.
Chinese authorities have shared satellite imagery, hydrological information and updates about upstream barrier lakes with Nepal following the disaster.
However, experts say sharing information after a hazard has been detected may not be enough. They have called for automated cross-border warning systems that can quickly transmit alerts to downstream communities.
