A Million in Fake Medical Treatments: A Scheme at a Hospital in Zhytomyr

In the Zhytomyr region, a former hospital director and five female employees of the medical facility are suspected of entering false data into the electronic health care system. The allegations involve the fictitious provision of medical examinations and palliative care to patients. According to the investigation, between 2024 and 2025, information about medical services that were not actually provided was entered into the system. As a result, the hospital received approximately 2.7 million hryvnias from the state budget, of which more than 1.1 million hryvnias were paid for nonexistent services. The illegally obtained funds were used, in particular, to pay salaries and bonuses to employees. Investigators believe that the former chief physician, his two deputies, and three general practitioners may have been involved in the scheme. The former director of the medical facility has been charged with abuse of office and official forgery. His five alleged accomplices are charged with unauthorized alteration of information in a computerized system. Three suspects have already been released on their own recognizance. The issue of preventive measures for the other individuals involved is still being decided.
