At the Nhat Tao 1 Community Center, located at 1 Nhat Tao Street, the area designated for posting and displaying documents is arranged for the convenience of residents. The materials for public consultation, including planning documents, drawings, and feedback forms, are reviewed before being made public. Local officials also prepare plans to inform households and guide residents in studying the documents. Choosing the Nhat Tao 1 community center as the location for collecting feedback helps bring the planning documents directly to the residential area. Instead of having to go to the ward's People's Committee office or only being able to find information through electronic means, residents in the area can go to their familiar community center to view the drawings, understand the content, and directly record their opinions. These points were distributed across various residential areas, allowing residents to choose the most convenient location. This also ensured that the consultation process was not concentrated solely at the government headquarters but was more accessible to individual communities within the ward. According to Vo Thanh Tung, Vice Chairman of the People's Committee of Phu Thuong Ward, in implementing Plan No. 176/KH-SXD dated September 5, 2026, of the Department of Construction, the Party Committee and People's Committee of the ward have promptly developed a plan, selected 5 posting points, and assigned specific tasks to each unit. The Office of the People's Council and People's Committee, the Department of Economy , Infrastructure and Urban Development, the Department of Culture and Social Affairs, the Ward's Cultural, Information and Sports Center, and other relevant forces are tasked with coordinating the preparation of space, documentation, technical conditions, publicity, and guidance for people to participate. Photo: Cao Ky According to the Vice Chairman of the Ward People's Committee, the requirements are that the posting and display must be done in a dignified, convenient, and compliant manner; and the opinions of the people must be received, compiled fully, objectively, and within the specified timeframe. Phu Thuong is one of 16 wards and communes located within the boundaries of the revised master plan for the Red River urban area, at a scale of 1/5000, covering the section from Hong Ha Bridge to Me So Bridge. In addition to the areas within the planning boundaries, the city also organized consultations in 8 wards and communes within the affected area. According to Plan No. 176/KH-SXD, the consultation process is implemented in two stages: planning and planning appraisal. This multi-step approach aims to allow the opinions of agencies, organizations, experts, and the community to be considered before the final plan is completed. The period for collecting community opinions is 20 days from the date of public disclosure. Agencies and organizations within the boundaries and affected areas must provide written opinions within 15 days of receiving the documents. In addition to in-person sessions, planning documents and electronic feedback forms are posted on the websites of the Hanoi People's Committee, the Department of Construction, the Hanoi Institute of Construction Planning, and local information systems. People who are unable to visit the exhibition sites can still review the documents and submit their feedback electronically. The Department of Construction plans to hold online conferences on September 11, 17, and 25, 2026, connecting the City People's Committee with local authorities. This will serve as a channel to receive, synthesize feedback, and exchange information on issues of public concern during the planning document review process. During the appraisal phase, the Department of Construction presides over the process of soliciting opinions from relevant ministries, departments, organizations, experts, and members of the Appraisal Council. State management agencies provide feedback within 10 days; organizations and experts provide feedback within 15 days from the date of receiving the dossier, before the Appraisal Council reviews the project as prescribed. The arrangement of five locations in Phu Thuong aims not only to publicize the documents but also to create opportunities for people to learn, compare, and report on issues arising from the local situation. The more specific and clear the feedback, the more convenient it will be for the planning agency in the process of compiling, researching, and explaining the information. To ensure that the opinion-gathering process is thorough, convenient, and effective, the People's Committee of Phu Thuong Ward has arranged 5 locations for posting and collecting opinions: 1. The ward also established five working groups directly responsible for each location, with the participation of officials, civil servants, and relevant forces. During the consultation period, the working groups will guide people in studying documents, accessing information, and completing opinion forms; at the same time, they will receive and record all opinions and suggestions from the people for compilation according to regulations.
