OPINION:
Public concern about advanced artificial intelligence often focuses on the fear that a powerful system might one day act beyond human control.
That fear is understandable, but it suggests a practical solution: an internationally supervised AI whose only job is to monitor other AI systems and detect suspicious or unsafe behavior.
Such an oversight system would not govern, intervene or make decisions. It would simply watch for signs that any AI is attempting to exceed its intended boundaries — such as rewriting its own rules, hiding its actions or seeking unauthorized access.
In effect, it would function like a smoke detector: always on, always alert and incapable of acting on its own.
The key is international supervision. No single nation can credibly monitor global AI development, but a multinational body could ensure transparency, reduce political bias and make warnings harder to suppress.
This would be a civic institution, not a political one, designed to preserve human control in an era of rapidly advancing technology. As AI becomes more capable, the absence of such an oversight mechanism becomes a civic question worth public discussion.
