Delegates attending the conference listened to a representative from the Standing Committee of the Thien Loc Commune Party Committee explain Plan 102 KH/TU, dated September 5, 2026, of the Hanoi City Party Committee on "Information and communication on the topic of soliciting public opinion on the overall adjustment of the Red River urban zoning plan, scale 1/5,000"; information on some overall adjustments to the Red River urban zoning plan, scale 1/5,000; and a report on the preparation for soliciting opinions from organizations, individuals, and the community on the above content. According to the planning scheme, the Red River Scenic Boulevard through Thien Loc commune is approximately 6km long, consisting of two sections. Section 1 runs away from the dike, from the commune boundary to the Sap Mai village area, approximately 3.1km long, with a cross-section of 73.5m; the route includes the Thuong Cat bridge intersection. The route plan is designed to avoid structures and historical sites such as Mach Lung shrine, Ngoi Mach Lung temple, Sap Mai Linh Ung Temple, and Phong Duc pagoda. Section 2 runs close to the dike, from Sap Mai village to the end of the commune boundary, approximately 2.9km long, with a cross-section of 54m; the route is designed to avoid Phuc Lam pagoda. The total area affected by the road through the commune is approximately 82.25ha. The consultation process in Thien Loc was conducted in 5 relevant villages: Mach Lung, Mai Chau, Sap Mai, Dai Do, and Vong La, as well as agencies and organizations located within the planning boundary and affected area. The planning documents were publicly posted and displayed at the Thien Loc Commune People's Committee headquarters, the community center in Bai hamlet, Sap Mai village, and the cultural centers of Mai Chau, Dai Do, and Vong La villages, facilitating access, study, and feedback from the public. The consultation period lasted 20 days from the date of public announcement of the consultation content (from September 7th to September 26th, 2026). The plan requires the honest and complete compilation of opinions; timely reporting to the competent authority for further study, consideration, explanation, and completion of the planning document. The consultation process must be conducted publicly, democratically, transparently, targeting the correct audience, content, form, and within the prescribed timeframe; creating favorable conditions for public participation. The posted documents, display materials, and opinion forms must be consistent with the documents provided by the agency in charge of preparing the plan; no unauthorized modifications to the professional content of the documents are permitted. Simultaneously, representatives from the Thien Loc Commune Investment and Infrastructure Project Management Board exchanged views and answered questions regarding concerns and concerns in the implementation process. He also urged the commune to promote the application of technology, fully uploading the documents and electronic opinion forms to the commune's website and the iHanoi application. Assigned professional staff were instructed to receive, classify, and summarize all opinions and suggestions from the people; to coordinate in explaining and providing satisfactory answers, reporting results on time, and reporting complex or emerging issues immediately, without waiting for periodic reports. Photo: Hy Ninh Regarding information and propaganda, Comrade Pham Xuan Toan requested that the content be standardized according to the City Party Committee's Plan No. 102-KH/TU, ensuring accuracy, clarity, and increased use of diagrams, images, and maps. The commune's agencies and units should focus their propaganda efforts on the five villages of Vong La, Dai Do, Sap Mai, Mai Chau, and Mach Lung; leveraging the core role of the Party branch secretaries, village heads, and heads of the Fatherland Front Committees, coordinating with Party Committee members and Standing Committee members in charge of the area to "go door to door" to explain and mobilize the people. At the same time, the Fatherland Front Committee and political and social organizations should preside over and coordinate the organization of conferences to gather opinions, listen to the thoughts and aspirations of the people; and promote the role of supervision, honestly and objectively summarizing the contributions and suggestions of the people. Pham Xuan Toan, Secretary of the Thien Loc Commune Party Committee, requested that members of the Standing Committee and Executive Committee of the Commune Party Committee directly monitor, supervise, and inspect the implementation, promptly resolving any difficulties and obstacles.
