STEVEN ARIONG: Coming Cabinet and RDC Reshuffle Could Leave Many Worried — The Ankole Times

There is a major reshuffling of Cabinet ministers and Resident District Commissioners (RDCs) on the horizon, and when it happens, it could leave many people anxiously watching to see who stays and who goes. Ministers and senior NRM officials who have been occupying what many consider comfortable government positions should bear in mind that a Cabinet reshuffle could be coming within the next month. The reshuffle would reportedly be followed by changes among RDCs and their deputies. Among the names being discussed is former Speaker of Parliament Anita Among, who, following her recent pardon by President Yoweri Museveni after a request from First Lady Janet Museveni, could potentially take up the position of NRM Secretary General. Richard Todwong, meanwhile, is being tipped by some observers to take on the position of Prime Minister. The Vice President is expected to retain her position, largely because of what supporters describe as her disciplined record, which has not attracted major controversy. However, several current ministers may not be guaranteed another term in their respective positions, as their performance and conduct continue to face scrutiny. The first reshuffle was largely intended to put the government structure in place and ensure that it became fully functional. The next changes, however, could be more consequential, with several individuals potentially losing their positions. There are also concerns about what I describe as a group of political 'mafias' within government who, according to allegations being raised, have been working to undermine Prime Minister Robinah Nabbanja. Despite the criticism surrounding her office, Prime Minister Nabbanja has continued to work, and many Ugandans have appreciated her efforts. However, there are claims that a group of nine ministers and six commissioners are working behind the scenes to damage her reputation and weaken her position. Whether these allegations are true remains a matter for further scrutiny, but the political battles surrounding the Prime Minister could become more visible as changes within government approach. Some former ministers who lost elections in their respective constituencies could also make a comeback. Those who left behind records of hard work and discipline may still have a chance to return to government, depending on the President's decisions. Immediately after the Cabinet reshuffle, changes involving RDCs and their deputies are also expected to follow. The biggest surprise could be the fate of long-serving RDCs, many of whom may not retain their positions. The coming weeks could therefore be politically significant, as ministers, commissioners, RDCs and other senior officials wait to see what decisions will be made.
