Hanoi seeks public opinion on adjustments to the Red River urban zoning plan.

Follow Vietnam.vn on The Hanoi Department of Construction has just issued a plan to solicit public opinion on the overall adjustment of the Red River urban zoning plan, at a scale of 1/5,000, for the section from Hong Ha Bridge to Me So Bridge. Accordingly, 16 wards and communes within the planning boundary (Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Bo De, Long Bien, Linh Nam; O Dien, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bat Trang, Thanh Tri, Nam Phu, Hong Van) and 8 wards and communes in the affected area (Tay Ho, Hoan Kiem, Cua Nam, Hai Ba Trung, Vinh Tuy, Vinh Hung, Yen So and Yen Lang commune) will organize consultations with agencies, organizations, and experts in the area and receive written feedback. For communities directly affected within the planning boundary and its impact zone, the planning documents will be posted and displayed at the ward People's Committee headquarters or public gathering places for residents to study and provide feedback. Simultaneously, the planning documents and electronic feedback forms will be uploaded to the websites of relevant authorities and local information systems for easy access and participation in providing feedback. The period for collecting public opinion is 20 days, starting from September 7th. According to the plan, the City intends to hold online conferences to receive, compile feedback, and respond to the public on September 11, 17, and 25, 2026; the specific dates will be announced later. The conferences will be held in person at the City People's Committee headquarters and online at local locations via the City's online meeting system. At local venues, participants are expected to include leaders and specialized agencies under the People's Committee of wards and communes; representatives of the local community; political and social organizations, associations; and representatives of residential groups and villages, along with other relevant parties as proactively invited by the People's Committee of wards and communes. The Red River Urban Planning Project, at a scale of 1/5,000, was approved by Hanoi at the end of March 2022. This plan has been comprehensively adjusted by specialized agencies to align with the Hanoi Capital City Master Plan with a 100-year vision. The main highlight is the Red River Scenic Boulevard Construction Project, covering approximately 11,418 hectares, including the scenic boulevard; landscaped parks and recreational areas; urban development land; water bodies; technical infrastructure land; and other land, comprising 18 component projects. The total investment for the Red River Scenic Boulevard project is approximately VND 736,963 billion, under a Build-Transfer (BT) contract model with payment made through land funds, and is scheduled for completion in 2038.
