EVERY monsoon season, the same images return: embankments breached in Shyamnagar, saline water creeping into paddy fields in Koyra, families in Gabura rebuilding homes that were washed away the year before. And every year, a familiar cast of international and national NGOs arrives with a familiar toolkit — homestead vegetable gardens on raised platforms, small-scale water treatment plants, floating gardens, cash-for-work embankment repair, disaster preparedness training. These interventions are marketed as 'climate-resilient sustainable livelihoods.' They are funded by donors, celebrated in glossy annual reports and presented as proof that adaptation is working. It is time to ask a harder question: resilient to what and for how long?
NGO and INGO climate projects in coastal Bangladesh typically run on three- to five-year funding cycles. A homestead gardening kit or a community water plant may genuinely help a household survive one or two harsh seasons. But when the project ends, so does the maintenance support, the spare parts, the technical backstopping and often the will of an already-stretched local government to sustain it. Water treatment units fall into disrepair within a few years of donor exit. Raised homestead plots erode faster than embankments are rebuilt. Livelihood diversification schemes — crab fattening, salt-tolerant seed distribution — depend on market access and credit systems that remain exactly as unequal and extractive as before the project arrived.
This is not a failure of implementation. It is the structural logic of how climate adaptation finance works under the current economic order. Aid is organised as discrete, fundable 'interventions' with measurable indicators and defined exit strategies, because that is what donor institutions, themselves answerable to shareholders, treasuries, and geopolitical interests, are willing to pay for. What gets funded is what can be packaged, logframed, and reported on — not what would actually reorganise who controls land, water, credit, and coastal infrastructure in the Bengal delta.
Coastal Bangladesh's vulnerability was not created by a lack of vegetable gardens. It has been produced, decade after decade, by a specific set of political-economic choices: commercial shrimp aquaculture that salinised soil and freshwater across Khulna and Satkhira to serve export markets in Europe, the Gulf and East Asia; upstream damming and water diversion, most notably at Farakka, driven by the demands of industrial and agricultural growth in the region; embankment and polder infrastructure designed under colonial and later World Bank-financed programmes that prioritised short-term agricultural yield over long-term sediment and flood dynamics; and a global fossil-fuel economy whose historical emitters bear the least of the consequences.
Each of these is a product of capital seeking profit, whether through commodity export, cheap energy or infrastructure contracts, with the ecological and social costs displaced onto coastal communities who had no say in the decisions. A homestead garden does not touch shrimp export economics. A community water plant does not renegotiate the Ganges Water Treaty. A cash-for-work embankment scheme does not decarbonise the industries whose historical emissions are raising the Bay of Bengal.
Part of the problem lies in how 'resilience' itself has been defined by the development industry. It has come to mean the capacity of an individual household to absorb shocks and bounce back — a technical, apolitical and individualised notion. It rarely means the capacity of a community to renegotiate its relationship with land ownership, with microfinance institutions charging high effective interest rates or with a state whose coastal development priorities are shaped by investment climate concerns as much as by climate science.
This framing is convenient. It allows the causes of vulnerability, an economic system oriented around growth, export competitiveness and capital accumulation — to remain invisible, while the responsibility for adaptation is shifted onto the poorest households that are asked to become more 'resilient' individually rather than the system being asked to become less extractive collectively.
If the argument holds — that capitalism's growth imperative and its externalisation of ecological cost are structurally incompatible with genuine, lasting climate resilience; then the implication is not incremental reform of project design. It points towards transforming who owns and controls coastal land and water; ending shrimp monocultures oriented towards export markets in favour of ecologically appropriate, community-controlled agriculture, internationally binding climate reparations and loss-and-damage financing delinked from loan conditionality and community sovereignty over embankment and water infrastructure decisions currently made by distant technocratic and donor institutions. This is a far more disruptive agenda than another round of homestead gardening kits. It would mean confronting powerful interests — shrimp exporters, aggregate infrastructure contractors, and the donor-government aid architecture itself — rather than simply funding projects that leave that architecture untouched.
It would be dishonest, however, to present this as a settled matter. Many practitioners and scholars argue that dismantling the current economic system is neither feasible in the relevant timeframe nor a precondition for saving lives now. They point out that incremental livelihood and infrastructure projects, however imperfect, have measurably reduced mortality from cyclones since the 1970s, and that community-based adaptation builds real local capacity and knowledge even within an unequal system. Others argue for reforming through stronger regulation of shrimp aquaculture, enforceable loss-and-damage mechanisms and redistributive climate finance as a more achievable path than systemic transformation. These are not unreasonable positions, and the debate between reform and transformation remains genuinely unresolved among those working on the ground in the Sundarbans delta.
What should not remain unresolved though, is the illusion that a homestead garden or a rural water plant, however well-intentioned, is itself climate resilience. At best, it is survival assistance within a system that does nothing to the conditions it is meant to alleviate.
