Photo: Mai Khoi Dong Anh is one of 16 communes and wards located within the planning boundary, with areas belonging to four villages—Dong Ngan, Xuan Trach, Xuan Canh, and Luc Canh—being directly affected. According to the plan presented at the conference, the Red River scenic boulevard passing through the commune is approximately 2.7 km long, affecting an area of ​​about 27.28 hectares. To ensure that people have complete and accurate information, and to encourage genuine public participation in providing feedback, Dong Anh commune requires proactive, unified, easily understandable communication efforts directed at the grassroots level, especially to residential areas and households affected by the planning. According to the plan, the planning documents will be posted at the commune People's Committee headquarters and the cultural centers of Dong Ngan, Xuan Trach, Xuan Canh (2 locations) and Luc Canh villages. The period for collecting opinions will last 20 days, starting from September 7th. Simultaneously, in the surrounding villages of Dong Ngan, Xuan Trach, Xuan Canh, and Luc Canh, it is expected that opinions will be collected from approximately 100 households per village. The commune also assigned village officials to distribute and collect feedback forms at designated locations from 7:00 AM to 5:00 PM daily for 20 days. In addition to direct feedback, the commune implemented a digital feedback system. Planning documents and electronic feedback forms were posted on the commune's website, Zalo groups, and the commune and village's official digital platforms. Residents were also guided on how to access the documents and submit feedback through the city's online portal, the iHanoi application, and the Department of Construction's website. At the conference, the Chairman of the People's Committee of Dong Anh commune, Nguyen Van Thieng, directly guided and listened to the opinions of the village leaders, thereby promptly answering any unclear points in the work of information dissemination, propaganda, and gathering public opinions. In his directive speech, the Party Secretary and Chairman of the People's Council of Dong Anh commune, Nguyen Anh Dung, emphasized that assigned officials must proactively disseminate information to residential areas and individual households, especially those directly affected; and ensure that feedback is collected objectively and truthfully. Party branch secretaries, village heads, the Fatherland Front Committee, and other organizations should directly disseminate information, guide people in contributing opinions, and gather legitimate suggestions. The commune also noted the importance of supporting the elderly, those with limited technological skills, and households directly affected by the planning, ensuring everyone has access to information and the opportunity to participate in providing feedback.
