在基层，常能见到这样的场景：群众带着诉求上门，干部一句'这事我们定不了，得请示领导'便轻轻带过；需要决策时，'领导没发话，我们不能做'成了万能托词……这种'过度请示'，贻误的是发展良机，透支的是群众信任。
事事要请示、件件等指示，归根结底是政绩观偏差，不想担当、不愿作为的体现。唯有树牢'为官避事平生耻'的信念，用担当挤掉私心杂念，才能刹住'过度请示'这股歪风，让干部在群众需要时站得出来、帮得上忙。
