According to records, Bac Cau village in Bo De ward covers an area of ​​approximately 35.5 hectares, with about 10,000 inhabitants and 3,240 households slated for complete relocation under the flood control plan. This issue directly affects the lives of a large number of people; therefore, clear information is needed regarding the basis for relocation, the scope, implementation schedule, relocation project, resettlement area, people's rights, compensation and resettlement policies, land acquisition timeline, and the construction and repair of houses during the waiting period. Along with this is the issue of preserving the cultural and historical values ​​of the North Cau area. According to the general plan, Component Project 16 is identified as the Long Bien - Bo De Residential Urban Area and the Long Bien - Bo De - Bat Trang Multi-Purpose Urban Area.
