Hanoi plans to seek public opinion on a comprehensive adjustment to the Red River urban zoning plan.

Follow Vietnam.vn on According to sources from the Hanoi Department of Construction, based on the approval of the Hanoi People's Committee, the Department of Construction has just issued a plan to solicit opinions on the overall adjustment of the Red River urban zoning plan, scale 1/5000 (section from Hong Ha Bridge to Me So Bridge), aiming to create high consensus and agreement in understanding and action among all levels, sectors, localities, units and the people of Hanoi in the process of implementing the plan. Accordingly, during the planning phase, the Architectural Planning Project Management Board will organize consultations with agencies and organizations within the planning boundary and within the planning influence zone, including: the People's Committees of 16 wards and communes within the planning boundary, namely: Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Bo De, Long Bien, Linh Nam wards; and O Dien, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bat Trang, Thanh Tri, Nam Phu, Hong Van communes; and the People's Committees of 8 wards and communes within the planning influence zone, namely: Tay Ho, Hoan Kiem, Cua Nam, Hai Ba Trung, Vinh Tuy, Vinh Hung, Yen So wards and Yen Lang commune. Simultaneously, the Architectural Planning Project Management Board will organize consultations with agencies, organizations, and experts in the aforementioned area. The People's Committees of wards and communes are responsible for sending the dossier to organizations in their area (if any) for review and written feedback. These agencies and organizations must provide written feedback within 15 days of receiving the dossier and send it to the People's Committees of wards and communes for compilation as per regulations. In addition, the Planning and Architecture Project Management Board also organizes consultations with the directly affected community within the planning boundary and the planning influence zone. The consultation methods include: Posting and displaying the planning documents (along with the Opinion Form) at the headquarters of the People's Committee of the commune/ward or at public gathering places in the planning area and within the planning influence zone for the People's Committees of the communes/wards to receive and summarize community opinions as prescribed; Publishing the planning documents on the electronic information portal of the Department of Construction, the Hanoi Institute of Construction Planning, and the local information system; Receiving and summarizing community opinions through electronic opinion forms. The consultation period is 20 days from the date of public announcement of the consultation content. Regarding the process of soliciting opinions from the community throughout the city, the Planning and Architecture Project Management Board will post the planning documents (including the electronic opinion form) on the websites of the Hanoi People's Committee, the Department of Construction, and the Hanoi Institute of Construction Planning; and will receive and compile community opinions through the electronic opinion form. The opinion-gathering period is 20 days from the date of posting the opinion-gathering content. According to the plan, the Architectural Planning Project Management Board will also organize online conferences to receive, synthesize opinions, and respond to the public, scheduled for September 11, 17, and 25, 2026. The conferences will be held in person at the main location and online at local locations, using the City People's Committee's online meeting system. Participants will include leaders from city departments and agencies, and the People's Committees of the 24 wards and communes within the planning area and its affected zone. Online participation at various locations included: Leaders, specialized agencies under the People's Committee of wards and communes, and representatives of the community, political and social organizations, and associations (Party branch secretaries, heads and deputy heads of residential groups/village heads and deputy heads, heads of mass organizations (Fatherland Front, Women's Union, Youth Union) and relevant levels in the area where opinions were sought, as proactively invited by the People's Committees of wards and communes), 126 wards and communes in the city. During the planning review phase, the Department of Construction presides over the process of soliciting opinions from state management agencies, including relevant ministries, departments, and organizations, as well as experts. The method of soliciting opinions is as follows: state management agencies are required to provide written feedback within 10 days of receiving the dossier, as stipulated. Organizations and experts are required to provide written feedback within 15 days of receiving the dossier, as stipulated. To ensure the effectiveness of the consultation plan on the overall adjustment of the Red River urban zoning plan, the Hanoi Department of Construction requests the People's Committees of wards and communes within the planning boundary and in the planning influence area (including 24 wards and communes) to develop implementation plans, communication schedules; posting and display points; meeting minutes, and dissemination materials; and to coordinate with the Planning and Architecture Project Management Board and the Institute of Construction Planning to post and display information in public places to receive feedback from relevant communities. In addition, the People's Committees of wards and communes within the planning boundaries and within the planning influence zone will coordinate with the Department of Construction, the Planning and Architecture Project Management Board, and relevant units to display and post planning documents; create electronic opinion forms, and publish planning document information on the websites of the planning organization and the locality; and coordinate with the Department of Construction and the Planning and Architecture Project Management Board to synthesize, receive, explain, and finalize the planning documents before submitting them for appraisal and approval. The content of the reports on receiving and explaining feedback must be publicly and transparently disclosed. For the People's Committees of the wards and communes indirectly involved throughout the city (the remaining 102 wards and communes), they shall announce and post the electronic planning documents (including the electronic opinion form) on the local electronic information portal; Coordinate with the Department of Culture, Sports and Tourism and the Task Force for implementing information and communication on the Red River Landscape Boulevard Construction Investment Project, established according to Decision No. 2807/QD-UBND dated June 4, 2026 of the City People's Committee, in the information and communication work related to the planning. In addition, the Department of Construction also requested the City Police to guide the People's Committees of the 24 wards and communes within the planning boundary and in the planning influence area to develop plans to ensure political security and social safety during the period of gathering opinions from organizations, experts, and the local community; and to promptly handle any unexpected situations (if any). The Department of Culture, Sports and Tourism (the Standing Committee of the Task Force for implementing information and communication on the Red River Scenic Boulevard Construction Investment Project, established according to Decision No. 2807/QD-UBND dated June 4, 2026, of the Hanoi People's Committee) is the focal point for coordinating with members of the Task Force, relevant departments, agencies, and units in the process of implementing information and communication related to the planning. The Hanoi Institute of Construction Planning is responsible for providing planning information and data for review and submission for appraisal. According to the investment plan, the Red River Scenic Boulevard Construction Project will utilize approximately 11,418 hectares of land, implemented across 16 communes and wards along the Red River. The preliminary total investment is approximately VND 736,963 billion; the expected implementation period is from 2026 to 2038. The 2026-2030 period will prioritize investment in key infrastructure components, including two scenic boulevards, a system of embankments and riverbed and bank stabilization, several public parks, residential urban areas, and independent land clearance projects. Two scenic boulevard routes are being studied along both sides of the river: the Right Red River route, approximately 45.35 km long, and the Left Red River route, approximately 35 km long. Along with the road system, the project also includes groups of ecological park works, river management, urban redevelopment, and resettlement arrangements. The synchronized organization of these components is expected to create a continuous riverside urban space, increasing connectivity between the inner city and the north, east, and south of the city.
