According to the plan, the consultation will be conducted throughout the entire area of ​​villages and residential clusters in Nam Phu commune, both within and outside the boundaries of the Red River urban zoning plan at a scale of 1/5,000, covering the section from Hong Ha Bridge to Me So Bridge. The target groups for consultation include: agencies, organizations, and businesses in the area; the community within the planning boundary; and the entire population of the commune. The People's Committee of Nam Phu commune organized the posting and display of planning documents and distributed feedback forms at three locations: the Nam Phu Commune People's Committee headquarters (formerly the Dong My Cultural Center, Dong My village, hamlet 2); the Van Phuc village cultural house; and the former Duyen Ha Commune People's Committee headquarters in Dai Lan hamlet. The period for receiving direct feedback lasts 20 days. Citizens can choose to submit feedback using paper forms or electronic forms via QR code scanning. In addition to direct posting, the entire planning document, links, and QR codes for electronic feedback forms are also published on the commune's website, the Zalo community network connecting villages and hamlets, and at the entrances of cultural centers in the area. Through this, people can proactively access information and study the documents before giving their opinions. On the afternoon of September 7th, immediately after the plan was implemented, the commune organized public posting points. People came to learn about the planning content, review the documents, and discuss issues of concern. Directly seeing the plan, identifying the areas and locations, and studying the relevant contents gave people a basis for expressing their opinions instead of just receiving information through word of mouth. This was also one of the important requirements set forth by Nam Phu commune during the consultation process: ensuring openness and transparency so that people can truly access information and exercise their right to self-governance as stipulated by law. Speaking with reporters, Nguyen Van Sung, Vice Chairman of the People's Committee of Nam Phu commune, said that the commune implemented the plan to gather public opinion in accordance with the city's directives. Following the initial meeting, the commune will continue to disseminate information to help people understand the position, role, and significance of the project; and encourage them to study the project documents and contribute their opinions. The leaders of Nam Phu commune affirmed that the locality will implement a comprehensive process of gathering opinions, ensuring openness, transparency, and democracy, so that people can contribute their ideas. Specialized staff are assigned to regularly be present at the opinion-gathering points to guide and answer questions within their authority. The opinions will be compiled and reported to the city and relevant agencies for comprehensive feedback. This approach not only helps people understand the policies correctly but also contributes to enabling authorities to better grasp the thoughts and aspirations of the people at the grassroots level.
