Move the HOV lane to where it belongs

Editor: Instead of spending another couple million dollars on a traffic study to 'solve' the entrance to Aspen issue, why don't we send the money to the Colorado Department of Transportation so they can put the high occupancy vehicle lane in the passing lane instead of in the slow lane where it forces slow solo drivers to break the law by staying in the passing lane so they don't break the law by moving into a nonsensically placed HOV lane. Putting the HOV lane on the right, unlike it's done on every other highway in the-wheel-on-the-left world, is almost as stupid as pushing the Aspen-Pitkin County Airport runway 80 feet to the west toward Shale Bluffs, which already is the most dangerous feature in taking off and landing at what some sources consider to be the most dangerous airport in the United States.
