The purpose of soliciting opinions is to promote the people's right to self-governance, improve the quality of planning, and create social unity and consensus; at the same time, it establishes a mechanism for information exchange, answering questions, dialogue, and two-way feedback between the government and the people, especially households within the planning area.

According to Plan No. 176 (dated September 5, 2026) of the Hanoi Department of Construction, the consultation process will be implemented in two stages: consultation during the planning process organized by the Planning and Architecture Project Management Board, and consultation during the planning appraisal stage chaired by the Department of Construction.
The consultation scope includes 16 wards and communes within the planning boundary, namely: Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Bo De, Long Bien, Linh Nam, O Dien, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bat Trang, Thanh Tri, Nam Phu and Hong Van.
In addition, eight wards and communes within the planning area, including Tay Ho, Hoan Kiem, Cua Nam, Hai Ba Trung, Vinh Tuy, Vinh Hung, Yen So, and Yen Lang, also participated in providing feedback.
For agencies and organizations in these localities, the deadline for submitting written feedback is 15 days from the date of receipt of the dossier.
For the directly affected communities, the planning documents, along with the opinion survey forms, are posted and displayed at the headquarters of the People's Committee of the ward/commune, and at public gathering places; they are also published on the websites of the Department of Construction, the Hanoi Institute of Construction Planning, and the local information system.
Residents of Hanoi can also access documents and submit feedback through electronic feedback forms posted on the websites of the Hanoi People's Committee, the Department of Construction, and the Hanoi Institute of Construction Planning.

The public consultation period is 20 days from the date the consultation content is publicly announced. The Department of Construction plans to hold online conferences to receive, compile, and respond to public opinions on September 11, 17, and 25, 2026. The conferences will be held in person at the Hanoi People's Committee's main venue, combined with online participation from local venues. During the planning review phase, state management agencies have 10 days to provide written feedback; organizations and experts have 15 days from the date of receiving the dossier. Afterward, the Department of Construction organizes a Planning Review Council meeting as prescribed.
To facilitate the consultation process, wards and communes within the planning boundaries and affected areas have prepared facilities for posting and displaying documents at the People's Committee headquarters, village cultural centers, and community centers. Information technology infrastructure has also been prepared to upload documents, electronic opinion forms, and connect online conference points.
The city requires that information dissemination, communication, dialogue, and public disclosure of planning be conducted openly, transparently, and accurately; promptly receiving and addressing issues of concern to the people, thereby limiting misinformation and contributing to consensus in the process of finalizing and implementing the plan.
Along with soliciting opinions on the overall adjustment of the Red River urban zoning plan, scale 1/5000, for the section from Hong Ha Bridge to Me So Bridge, Hanoi is also organizing a public consultation on the partial adjustment of the Ba Dinh Political Center area plan and the partial adjustment of the H1-1B urban zoning plan (Ho Guom Lake area and its surroundings). The consultation period for these issues is 20 days, starting from September 7, 2026.
