According to Plan No. 102-KH/TU dated September 5, 2026, of the Hanoi City Party Committee, organizing public consultations on the overall adjustment of the Red River urban sub-area planning at a scale of 1/5000 is of great importance in promoting the people's right to self-governance, improving the quality of planning, creating unity in understanding and consensus in society, and ensuring that the implementation process is carried out openly, transparently, and in accordance with regulations.
At the same time, establish a mechanism for information exchange, public and transparent dialogue, and two-way feedback between the government and the people; listen to the opinions, thoughts, and aspirations of the people, especially households within the project's affected area, and provide quick, specific, and accurate responses from relevant agencies.
Information dissemination, communication, dialogue, and public disclosure are identified as bridges between the government and the people, contributing to strengthening trust, creating social consensus, and proactively guiding public opinion, limiting false and distorted information during the opinion-gathering process.
According to Plan No. 176/KH-SXD dated September 5, 2026, of the Hanoi Department of Construction, the consultation process is carried out in two stages: consultation during the planning phase (organized by the Architectural Planning Project Management Board) and consultation during the planning appraisal phase (chaired by the Department of Construction).
The planning documents are expected to be officially published on September 7, 2026. The public consultation period will last 20 days from the date of publication. This process will be implemented synchronously in four stages, from preparing shared data and documents, publishing the consultation request, intensifying information dissemination, to summarizing, explaining, and publicly announcing the results of the feedback.
This consultation process targets all segments of the capital's population, agencies, organizations, experts, scientists , and businesses. In particular, the communication and consultation efforts prioritize households and individuals directly affected by the project in 24 communes and wards.
This includes 16 localities within the planning boundary such as: Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Bo De, Long Bien, Linh Nam, Bat Trang, Thanh Tri, Me Linh... and 8 localities within the affected area such as Tay Ho, Hoan Kiem, Cua Nam, Hai Ba Trung, Vinh Tuy, Vinh Hung, Yen So, Yen Lang.
To facilitate the participation of citizens in contributing their intellectual resources, the city is implementing a variety of methods, both in-person and online.
At the grassroots level, planning map documents along with feedback forms will be publicly posted and displayed at the headquarters of the People's Committees of communes and wards, and at community centers.
In the digital environment, citizens can access, review documents, and submit electronic feedback through the Hanoi People's Committee's electronic portal, the Department of Construction, the Hanoi Institute of Construction Planning, the iHanoi application, as well as the websites of local authorities.
Notably, the city will organize a series of online conferences to receive and directly address public feedback (scheduled for September 11, 17, and 25, 2026), connecting the City People's Committee headquarters to 126 communes and wards.
The key areas of information dissemination and consultation include the legal basis, practical aspects, spatial and landscape development orientation, infrastructure, and solutions to promote the ecological and cultural values of the Red River. Simultaneously, relevant authorities will publicly provide information on principles and policies related to compensation, support, resettlement, and livelihood stabilization for the people.
Following the planning consultation phase, further consultation is conducted during the planning review phase.
The Department of Construction is the lead agency, soliciting opinions from central ministries and agencies, relevant departments and agencies of the city; organizations, experts and members of the Council for Appraisal of Planning Tasks, Urban and Rural Planning of Hanoi City.
Government agencies are required to provide written feedback within 10 days of receiving the dossier; organizations and experts are required to provide feedback within 15 days. The city will organize the Appraisal Council Conference according to the established procedure.
The Hanoi Institute of Construction Planning is responsible for coordinating the preparation of professional documents and materials, organizing exhibitions, posting planning information, and publishing it on electronic information websites. This unit also coordinates in compiling, receiving feedback, providing explanations, and finalizing the documents before submission for appraisal and approval.
The People's Committees of the 24 wards and communes within the planning boundary and affected area will develop plans for dissemination of information, organize the posting and display of documents at the local level; receive and summarize opinions from the community and send them to the Planning and Architecture Project Management Board.
The remaining wards and communes in the city are responsible for posting electronic planning documents, announcing the online conference, and coordinating the provision of information to relevant organizations, experts, and the community.
Organizing a broad consultation process is a crucial step in finalizing the overall adjustment of the Red River urban zoning plan, at a scale of 1/5000. This demonstrates the open-minded, democratic, transparent spirit of Hanoi City, promoting the people's right to self-governance and creating high consensus in the implementation of the plan.
