RPC Opinion: Non-Domestic Smart Metering Policy Framework Post-2025

Image
HTML The proposal is to drive non-domestic smart meter uptake by introducing new energy supplier licence conditions to include a universal smart meter implementation requirement, as well as a universal communication requirement and customer code. The Regulatory Policy Committee (RPC) gave a 'green' rating to the options assessment from the Department for Energy Security and Net Zero on 31 July 2025. This means that we considered the options assessment to be 'fit for purpose' based on our scrutiny of the evidence and analysis supporting the case for why regulation is necessary. The RPC's opinion refers to the evidence and analysis presented in the impact assessment, not the policy itself.
