On the morning of September 7th, Nguyen Anh Tuan, Secretary of the Party Committee and Chairman of the People's Council of Me Linh commune, chaired a meeting of the working group directly responsible for directing, inspecting, and supervising the implementation of soliciting opinions from agencies, organizations, experts, and the community on the overall adjustment of the Red River urban zoning plan, scale 1/5,000 (section from Hong Ha bridge to Me So bridge), and the proposed route for the Red River scenic boulevard, scale 1/500. According to the plan, the consultation process during the planning phase includes specific contents. For agencies, organizations, and experts within the planning boundary and within the planning influence zone: Agencies and organizations must provide written opinions within 15 days from the date of receiving the dossier; these should be sent to the Commune People's Committee for compilation as prescribed.
For communities directly affected within the planning boundary: Conduct consultations with the communities of the villages outside the Red River floodplain: Khe Ngoai 1, Khe Ngoai 2, Van Quan 1, Dong Cao, Trang Viet, and Diep Thon.
The process of gathering community opinions will be both in-person and online. In-person: Paper copies of the planning documents (along with the opinion survey form) will be posted and displayed at the cultural centers of the villages: Khe Ngoai 2, Van Quan 1, Dong Cao, Trang Viet, and Diep Thon, for the Commune People's Committee to receive and compile community opinions as per regulations.
Online method: Planning documents (including electronic feedback forms) are available on the websites of the Department of Construction, the Hanoi Institute of Construction Planning, and the Me Linh commune website (QR codes are posted at community centers). Community feedback is received and compiled through electronic feedback forms. Feedback period: 20 days from the date of public announcement of the feedback request.

Next, the commune will organize an online conference to receive, summarize opinions, and respond to the people according to the city's unified mechanism. The conference (tentatively) will be held on September 11, 17, and 25, 2026 (the exact date will be announced later). Format: In-person at the main location and online at local locations; using the city's People's Committee's online meeting system.
The People's Committee of the commune established two steering committees tasked with overseeing the overall implementation of the public consultation process, ensuring security and order, and fire prevention and control at the locations where the planning information is publicly displayed. In the overall adjustment of the Red River urban zoning plan, scale 1/5,000 (section from Hong Ha Bridge to Me So Bridge), the proposed route through Me Linh commune is as follows: From the Hong Ha Bridge intersection to the commune boundary, the length is approximately 6.3km, comprising 2 sections.
Specifically, section 1: Runs close to the left embankment, from the Hong Ha Bridge intersection to the beginning of Dong Cao village, approximately 2.2km long, with a 54m wide cross-section. This section bypasses historical and religious sites: Linh Quang Pagoda and Van Quan Temple.
Section 2: Located southwest of Dong Cao village, Trang Viet commune, approximately 4.1 km long with a 73.5 m wide cross-section. This section bypasses religious structures: Dong Cao Church. According to the revised master plan for the Red River urban area, scale 1/5,000 (section from Hong Ha Bridge to Me So Bridge), in Me Linh commune, the Van Quan - Dong Cao - Trang Viet village cluster is one of eight village clusters subject to selective renovation and upgrading (excluding areas within the relocation zone according to flood control planning; areas cleared for the construction of two scenic boulevards and traffic junctions).
Concluding the conference, the Party Secretary and Chairman of the People's Council of Me Linh commune, Nguyen Anh Tuan, noted that members of the working groups should closely follow the directives of the City Party Committee, the City People's Committee, the commune Party Committee, and legal regulations, implementing them uniformly, synchronously, and consistently. The process of carrying out tasks must ensure that information is accurate, objective, timely, easy to understand, and appropriate for each target group; and that information sources, data, and communication messages are consistent and official.
