Resolution No. 24 aims to thoroughly address the fear of making mistakes and shirking responsibility, and to awaken the desire for innovation among cadres and Party members. Specifically, Resolution No. 24 has shifted from encouraging and protecting cadres who dare to think and act to establishing pioneering spirit, exemplary conduct, and responsible action. The resolution not only demands that cadres be dynamic and creative to encourage and protect them, but also requires that cadres in the new era act in a way that meets the demands of the Party, the country, and the people.
