During the planning review phase, the Department of Construction takes the lead in soliciting opinions from ministries, agencies, organizations, and experts as prescribed. The issues presented for feedback are research options during the preparation and completion of the dossier, and are not yet options that have been approved by competent authorities. Hanoi City respectfully listens to, studies, and incorporates well-founded opinions aimed at preserving and promoting the unique historical, cultural, architectural, and landscape values ​​of the area; while simultaneously refining the spatial organization, infrastructure, and public space planning to meet the development requirements of the Capital City. Hoan Kiem Lake and its surrounding area are spaces of exceptional historical, cultural, architectural, and landscape value for the capital city. The planning adjustment aims to create a spatial whole centered around Hoan Kiem Lake; expand connectivity, reconstruct and restructure the system of squares, parks, and community spaces; renovate and beautify landmark architectural structures; and simultaneously improve the quality of infrastructure, environment, and amenities serving residents and tourists. The study area covers Hoan Kiem and Cua Nam wards, with a scale of approximately 65.89 hectares, including the entire boundary of the H1-1B urban zoning plan, scale 1/2000 (approximately 63.72 hectares) and a part of the H1-1C urban zoning plan, scale 1/2000. The boundaries and specific land area for planning study will be precisely determined during the local adjustment phase of the H1-1B and H1-1C urban sub-area planning, at a scale of 1/2000, and related detailed planning. To the north, it is bordered by Hang Gai and Cau Go streets; to the south, by Hai Ba Trung and Dang Thai Than streets; to the west, by Hang Trong, Nha Tho, Au Trieu streets, the area around the Grand Cathedral, and Nha Chung and Quang Trung streets; to the east, it is bordered by Nguyen Huu Huan, Ly Thai To, and Le Lai streets, the area around the State Bank of Vietnam , and Ly Dao Thanh, Tong Dan, Trang Tien, Tran Quang Khai, and Tran Khanh Du streets. According to the Master Plan for the Capital City with a 100-year vision, the historical inner city area, including Hoan Kiem Lake and its surroundings, is being studied for preservation and reconstruction to enhance the value of the existing urban architectural space; control the scale of new development; improve the quality of the landscape, infrastructure and environment; add amenities to serve residents and tourists; and strengthen the connection between Hoan Kiem Lake and the system of public squares in the area. The overall idea behind the study is to organize the space around Hoan Kiem Lake as a large square – a symbol of the capital city – combined with the August Revolution Square and the Grand Theatre to form a "History - Culture - Art" space. The focus is on expanding connectivity around the lake, especially to the north and east; reconstructing and restructuring community spaces, squares, and green parks; renovating and upgrading landmark architectural structures; creating a harmonious blend of old and new architecture; and organizing diverse and flexible spaces to serve the activities and events of the capital city. North of Hoan Kiem Lake: The plan includes expanding Dong Kinh Nghia Thuc Square to create a large plaza, enhancing connectivity with Hoan Kiem Lake and the park/square to the east. The proposed design incorporates a symbolic "Triumphal Arch," inspired by the soaring wings of a crane, creating a focal point to conclude the Old Quarter urban axis and open up a new spatial axis to the south. East of Hoan Kiem Lake area: study the formation of a system of squares and parks in the area of ​​the Hanoi People's Committee, Ly Thai To Flower Garden, Hanoi Post Office and Hoa Phong Tower; reorganize the space around Ba Kieu Temple; arrange a memorial for Hanoi Martyrs; strengthen connections with the Dinh Le - Trang Tien area and suitable commercial and service spaces. The eastern park-square area is being studied for the development of underground spaces to enhance service and public areas and connect with station C9 of urban railway line 2, creating a special TOD (Transit-Oriented Development) area for culture, services, and commerce. For the area surrounding the City People's Committee headquarters, the proposed plan includes a new 9-story above-ground, 4-story underground building based on land restructuring; studying the demolition of the City People's Council and People's Committee headquarters, the Red Scarf Theater, and the Children's Palace; and retaining three French-style buildings: the Children's Institute, the Indochina Treasury, and the Governor's Palace. The space is planned to be organized along North-South and East-West axes, connecting with the park and square to the North and East, Ly Thai To Flower Garden, and Hoan Kiem Lake. For the Hanoi Post Office area, the proposed plan is to demolish some unsuitable architectural structures; and at the same time, to study solutions that evoke and recreate the distinctive architectural image and form of the old Bao An Pagoda in the central space within the Post Office grounds. Southeast area of ​​Hoan Kiem Lake: study the organization of small commercial spaces combining cafes and kiosks; emphasize the Trang Tien axis connecting Hoan Kiem Lake to the Grand Opera House; organize the Nguyen Khac Can - Trang Tien alley route into a pedestrian zone; supplement and expand access to the Vu Thach Temple - Shrine - Pagoda complex from Hang Khay, Ba Trieu and Hai Ba Trung streets. West of Hoan Kiem Lake area: study extending Nha Tho Street to Hoan Kiem Lake, connecting with Le Thai To Street, creating an open space and pedestrian zone; study the placement of high-end hotels based on the restructuring of the Hanoi Moi Newspaper headquarters and printing house, the City Police Investigation Agency headquarters at 2 Trang Thi Street and the surrounding area to serve tourism and socio-economic development. The area around the August Revolution Square, the Grand Theatre, the National History Museum, and its surroundings: research should focus on integrating the system of squares, gardens, museums, and architectural landscape spaces east of Hoan Kiem Lake; connecting the Trang Tien axis and the Red River scenic boulevard; developing open cultural and artistic spaces behind the Grand Theatre, creating outdoor performance spaces combined with existing structures. The plan involves simultaneously studying the reorganization of space, merging the former National History Museum and the former Revolutionary Museum to form an interconnected cultural complex both above ground and underground; and studying the placement of a new building (International Finance Tower) on the former Revolutionary Museum site after the merger of the two museums. The new buildings must be strictly controlled in terms of location, height, form, architecture, and viewing angles, ensuring they do not obstruct important viewing angles or diminish the value of the historical and cultural structures. Regarding transportation and underground space: The study will integrate surface transportation and underground space, ensuring connectivity between Hoan Kiem Lake, the Grand Opera House, the National History Museum, and newly developed areas. Underground space will be studied in a multi-functional direction, combining transportation, parking, commerce, services, culture, and other appropriate supporting functions; in the square and park area, 3 to 3.5 underground levels are planned, with research into forming a complex connecting to the C9 - TOD underground station.
