Arriving early at the Hanoi Exhibition Information Center, 93 Dinh Tien Hoang Street (Hoan Kiem Ward, one of the three locations where the planning documents were publicly posted), Mr. Ton That Dung shared that publicly disclosing the planning documents and soliciting public opinion is essential. This provides a basis for people to grasp the information, understand the impacts on their lives, and create consensus during the implementation process.
Mr. Ton That Dung's primary concern when studying the planning was whether his family's area was within the zone requiring relocation. However, as a local official, he also paid special attention to the households in his neighborhood affected by the plan.

'I find the plan and its content quite detailed. The important thing for neighborhood officials is to go to each household and provide clear information so that people know whether their family is within the area designated for land handover. When people have complete information, they will proactively prepare and cooperate well with the authorities during the implementation process,' Mr. Dung said.
Based on public opinion gathered in the area, Mr. Dung said that people are very interested in this planning adjustment. Many residents in the neighborhood have come directly to learn about and study the published contents.
The general sentiment is that people strongly support the plan to renovate and modernize the urban space. According to observations by reporters on the morning of September 7th, the process of gathering public opinion was conducted both in person and online, creating conditions for people to study the plan, participate in contributing, and work with the government to finalize the planning for the Hoan Kiem Lake area and its surroundings.
Ms. Nguyen Thi Phuc, residing at 40B Le Thai To Street, stated that her family fully agrees with and supports the government's policy of renovating and beautifying the Hoan Kiem Lake area and its surroundings.

Evaluating the government's approach to soliciting public opinion, Ms. Nguyen Thi Phuc stated that this is an appropriate method, creating conditions for people to directly participate in the process of finalizing the planning scheme. Organizing the consultation process through both in-person and online means that people can more easily access information, have time to study, and contribute opinions on issues directly related to their living space.
Based on her experience living in the area for decades, Ms. Phuc observed that some areas around the lake are still in a state of disrepair and no longer suitable for a central space, especially given the increasing number of residents and tourists. Therefore, she agrees with the city's proposal to revise the planning, aiming for a space that is more appropriate for development in the new phase.
According to Ms. Phuc, the goal of the renovation should not only be to beautify the landscape but also to better promote historical and cultural values, creating an attractive public space that appeals to both locals and international tourists.

One of the issues of public concern is the need to preserve historical and cultural landmarks and structures in the Hoan Kiem Lake area. According to Ms. Phuc, during the renovation and beautification process, the city needs to pay special attention to preserving the Turtle Tower area, a symbol closely associated with Hoan Kiem Lake and the history and culture of Hanoi.
She argued that the renovation should create a more beautiful and spacious appearance for the area, but without losing the distinctive values that have created the identity of Hoan Kiem Lake. 'Preservation is essential, especially the Turtle Tower area. This is one of the oldest historical landmarks, well-known to many people. It needs to be preserved to make the landscape more beautiful and spacious while still maintaining its historical value,' Ms. Phuc said.
Besides the demand for preservation, residents also hope that the city will study the reorganization of public spaces in a way that is spacious and airy, better meeting the needs of the community for daily life, recreation, and sightseeing.
According to Ms. Phuc, during festivals, events, or when pedestrian streets are organized, a large number of people gather around the lake, sometimes creating a crowded and suffocating feeling. This is an issue that needs to be considered during the research and adjustment of the planning process.
"I hope the city will study renovations aimed at creating a larger, more beautiful space so that residents, domestic and international tourists can have more convenient opportunities to visit and enjoy themselves, while also better exploiting the cultural and historical values of Hoan Kiem Lake," Ms. Phuc shared. Having relocated from his old residence to make way for urban renewal and expansion in the city center, Mr. Nguyen Duc Hien, residing at 24A Ly Thai To Street, stated that his family fully supports the government's policy. According to him, although the relocation may affect the rights and property of each family to some extent, for the common good and for a more beautiful urban space for the community, the people are willing to share and agree.
'My family strongly supports this initiative. Expanding the space and renovating the area will create a very beautiful appearance. In the future, our children and grandchildren will enjoy a better space,' Mr. Nguyen Duc Hien shared.

Mr. Hien said that after the relocation is complete, what he looks forward to most is witnessing the new look of the area in the future. He reviewed the blueprints and fully agrees with the renovation plan. His family has already relocated, and he hopes that in a few years, the plan will become a reality so that he can return and see firsthand how the new space will be created.

That's what many people want,' Mr. Hien said. The entire Hoan Kiem Lake area is expected to be redeveloped by the city of Hanoi in the near future.
These are three of many opinions from the public suggesting that Hoan Kiem Lake is not just a body of water or a mere landscape, but also a part of Hanoi's cultural memory and symbol. Therefore, renovation and beautification should be carried out with a long-term vision, harmonizing preservation and development.
Organizing a broad consultation with the community is expected to help the city gather more practical perspectives, thereby refining the planning scheme and creating consensus during implementation.
Many heartfelt and responsible opinions from the people have been contributed to the plan for adjusting the planning of the Hoan Kiem Lake area and its surroundings, with the desire that the special historical and cultural center of the capital city will both preserve its millennia-old values and be renovated and upgraded to suit the development requirements of the new era.
