According to the Department of Finance, after the merger of three localities and the implementation of a two-tiered local government model, Ho Chi Minh City received many long-standing administrative judgments and decisions from the former districts. The draft proposal suggests that the city budget will cover compensation in certain cases. These include court rulings related to public investment projects using city budget funds that have been finalized or are currently underway; and cases where the project falls under the purview of the commune budget but the commune has used its resources and still cannot complete it. Additionally, the city budget may cover cases related to projects using central government funds that have been finalized; projects where businesses have advanced compensation payments, which have been deducted from land lease fees or land use fees, but the investor has fulfilled their financial obligations; or projects that involve additional land area or compensation obligations. The deadline for comments is September 14th. The resolution is expected to be submitted to the Ho Chi Minh City People's Council for consideration at a special session at the end of September 2026. On September 5th and 6th, Binh Duong Regional General Hospital (Ho Chi Minh City) organized free cardiovascular disease screenings for children in various areas. This center cites a monitoring report from the Ministry of Health , stating that from week 1 to week 14 of 2026, the whole country recorded 24 cases of meningococcal disease, including 4 deaths. Children under 15 years old accounted for 46% of the total cases. Compared to the same period in 2025, the number of cases increased by nearly 50% (14 cases).
